Smart FTAX System for China-ASEAN FTA launched in Malaysia

The first China International Import Expo (CIIE) opened on November 5th, 2018. As one of the CIIE side events, the Press Conference of Smart FTAX System was held on the opening day by Shanghai Asia-Pacific Model E-port Network Operational Center(SAOC). The conference announced that “Smart FTAX System for China-ASEAN Free Trade Agreement” has been launched on the Malaysian International Trade Single Window platform. Mr. Wang Shouwen, Vice Minister of Commerce and Deputy International Trade Representative of China, and Y.B. Datuk Ignatius Darell Leiking, Malaysian Minister of International Trade and Industry, attended the press conference.

With the new trends in economic globalization, Free Trade Agreement(FTA) has become an important tool for countries to raise the level of opening-up, enhance the liberalization and facilitation of trade and investment, as well as boost trade development and global economic growth. China has always been committed to mutually beneficial trade cooperation with other countries, says Mr. Wang Shouwen. China holds the development of free trade area as a national strategy and proposes to establish a high-standard and globally-oriented FTA network, covering neighbouring regions and countries along the Belt and Road. At present, China has signed 17 free trade agreements with 25 countries and regions.

The “Smart FTAX System for China-ASEAN Free Trade Agreement” is developed by SAOC to provide Chinese and Malaysian enterprises with a one-stop platform to inquire policies related to China-ASEAN FTA, including the FTA tariff rates, the rules of origin, HS code, inspection and quarantine, and document requirements etc., to help companies legally save tariff costs and enjoy the benefits brought by the China-ASEAN FTA. The “Smart FTAX System for China-ASEAN FTA” is an important progress of China-Malaysia economic and trade cooperation. It is also the first of APMEN pilot projects to be implemented overseas.

Mr. Wang Shouwen pointed out that the “Smart FTAX System for China-ASEAN FTA” will certainly contribute to the increase in China-Malaysia trade. He also delivered that China is willing to work together with all countries and regions to promote global economic growth and trade prosperity, as well as bring the welfare of free trade and China’s opening-up to business and people around the world.

Asia-Pacific Model E-port Network(APMEN) is a regional cooperation initiative endorsed by the 2014 APEC Economic Leaders’ Meeting in Beijing. APMEN aims to promote trade facilitation and supply chain connectivity. The press conference also introduced an application system for Special Preferential System(SPS), named Smart Ftariff System. International Trade Center (ITC) and SAOC are discussing possible cooperation on the development of this system.
