On September 9th, 2018, the 4th APEC Public-Private Dialogue on Advancing Trade Facilitation & Supply Chain Connectivity through APMEN was held in Xiamen during the China International Fair for Investment and Trade (CIFIT). More than 300 representatives from ASEAN, APEC Secretariat, APEC Economies, APMEN member E-Ports. government departments and enterprises attended the meeting. Mr. Wang Shouwen, Vice Minister of Commerce of China and Deputy China International Trade Representative, Mr. Dato Lim Jock Hoi, Secretary-General of Association of Southeast Asian Nations (ASEAN), and Ni Chao, Member of Xiamen Municipal Standing Committee, attended the meeting and delivered speeches in the opening ceremony.
In order to promote interoperability of ports in the Asia-Pacific region, and to improve the cross-border trade facilitation, in November 2014, the 22nd APEC Economic Leaders Meeting agreed to establish the Asia-Pacific Model Electronic Port Network (APMEN). APMEN aims to establish the information sharing network and cooperation platform among member ports, to catalyze the international interoperability of Single Window Systems, and to enhance data transparency and interconnectivity of supply chain in the Asia-Pacific region. So far, APMEN has 19 member ports from 11 APEC economies. Xiamen E-Port joined in September 2017.
The meeting focused on the outlook of the cooperation in trade facilitation between ASEAN and APMEN, presented the achievements of APMEN Pilot Projects, and discussed blockchain and information sharing of supply chain. Gil S. Beltran, Chair of the ASEAN Single Window Steering Committee, Undersecretary of the Department of Finance, the Philippines, introduced the development of ASEAN Single Window and the latest developments, and discussed a wider and higher level of international cooperation on trade facilitation. APMEN member ports such as Xiamen E-Port introduced the latest progress of three pilot projects, the Visualization of Sea Freight Logistics, the Digitalization of Air Freight Logistics and the Smart FTAX System. Enterprises, such as Maersk TradeLens, have introduced how to use achieve full supply chain logistics and commodity information sharing by the use of blockchain technology.
As an important achievement of this conference, the Smart FTAX was deployed in the China (Xiamen) international Single Window, which will provide foreign trade enterprises in Xiamen with convenient inquiry service of FTA preferential tariffs and rules of origin. The international version of the China-ASEAN Free Trade Agreement Smart FTAX was also launched.
